I have a good amount of experience with this game, and one thing that is obvious is that there is a difficulty spike in Chapter 2. You didn't even specifiy, what EXACTLY is the supposed "tutorial segment" in Octopath? Is it clearing chapter 1 of the first four characters you obtained? Or is it ALL chapter 1s? Or does it include chapter 2 bossses? How do you "measure" the difficulty of Octopath's early game bosses compared to other turn based RPGs like FF7? Your whole argument lacks information and has a lack of evidence, yet is pushed as facts. It's disingenuous to call Octopath's "tutorial segment" 10 hour long and bad when there are so many things to distract you. Or you can simply explore the world and fill the map. Or you can focus your attention to side quests. Or you can spend time using path actions with NPCs. You can go bash your head against overleveled enemies. When it comes to Octopath, you can access most of the world as soon as the first boss is defeated.
